Battery Safety Requirements for Rechargeable Smart Pet Products: What Importers Should Know

Rechargeable batteries make smart pet products more portable and convenient, but they also create safety, shipping and compliance responsibilities for importers.

A smart pet collar may be worn close to an animal for many hours. A pet camera may remain connected to a charger for long periods. An automatic pet feeder may combine an adapter, charging circuit, backup battery, motor and Wi-Fi module in one product. These different use conditions create different battery risks.

For importers, brand owners and Amazon sellers, it is not enough to ask whether a product "has a battery certificate." Buyers need to know which cell and battery pack are used, whether the transport documents match the exact battery design, whether the complete product has been evaluated for its target market, and whether the documentation will satisfy the selected carrier, customs authority, retailer or online platform.

This guide explains the key battery safety requirements and document checks for rechargeable smart pet collars, pet cameras and automatic pet feeders sold in the United States, European Union and United Kingdom.



Why Battery Safety Must Be Reviewed Before Ordering

Lithium-ion batteries store substantial energy in a compact package. Poor cell quality, an unsuitable protection circuit, physical damage, manufacturing defects, incorrect charging or exposure to heat can lead to overheating, swelling, leakage, fire or thermal runaway.

Battery problems can affect much more than the product itself. They can cause:

The First Question: What Battery Is Actually Inside the Product?

The correct compliance route starts with the exact battery configuration, not only the product category.

Before requesting documents, buyers should confirm:

  • Battery chemistry, such as lithium-ion or lithium-polymer
  • Cell manufacturer and cell model
  • Battery pack manufacturer and pack model
  • Nominal voltage
  • Rated capacity in mAh
  • Watt-hour rating in Wh

  • Protection circuit details
  • Charging method and charging limits
  • Battery connector and replacement method

The watt-hour value should be consistent across the specification sheet, battery label, test summary, shipping declaration, user manual and marketplace listing.

A useful calculation check is:

Watt-hours (Wh) = nominal voltage (V) × capacity (Ah)

For example, a 3.7 V, 2,000 mAh battery is 7.4 Wh because 2,000 mAh equals 2 Ah. This calculation is only a consistency check; buyers should still use the rated value and documentation supplied for the exact battery design.


UN 38.3: The Core Lithium Battery Transport Requirement

Lithium cells and batteries offered for transport must be of a design type that has passed the applicable tests in subsection 38.3 of the UN Manual of Tests and Criteria.

These tests address transport-related conditions such as:

  • Altitude simulation
  • Thermal testing
  • Vibration
  • Shock
  • External short circuit
  • Impact or crush, depending on the cell type
  • Overcharge, where applicable
  • Forced discharge, where applicable

An important distinction for buyers is that UN 38.3 is a transport requirement. It is not a universal end-product safety certificate and does not by itself prove that a complete smart collar, camera or feeder is safe or legally compliant in every destination market.

Ask for Both the Report and the Test Summary

Importers should request:

  1. The underlying UN 38.3 test report, where available.
  2. The UN 38.3 lithium battery test summary for the exact cell or battery design.

The test summary is a standardized supply-chain document. It normally identifies the cell or battery, manufacturer, test laboratory, test report number and date, relevant test results, edition of the UN test criteria and responsible signatory.

Manufacturers and subsequent distributors must make the test summary available through the supply chain. U.S. PHMSA guidance also emphasizes traceability between the transported battery design and its test summary.

A Safety Data Sheet Is Not a Substitute

An SDS or MSDS may be requested by a carrier, freight forwarder, warehouse or marketplace as part of dangerous goods screening. It provides useful information about chemical composition, hazards and handling.

However, an SDS does not replace a UN 38.3 test summary. The two documents serve different purposes.

Buyers should not accept a statement such as "UN 38.3 compliant" written only inside an SDS as proof that the required transport testing and test summary exist.


Shipping Risk: The Product Configuration Changes the Rules

Shipping rules depend on whether lithium batteries are:

  • Shipped by themselves
  • Packed with equipment but not installed
  • Contained inside the equipment

Many rechargeable smart pet products with an installed lithium-ion battery are transported under the classification for lithium-ion batteries contained in equipment. However, the final classification, packing instruction, marks, labels and documentation must be confirmed for the actual shipment with the carrier or qualified dangerous goods logistics provider.

Before booking freight, provide the logistics partner with:

  • Product name and model
  • Battery chemistry
  • Number of batteries per product
  • Voltage, capacity and Wh rating
  • Whether the battery is installed or packed separately
  • Net battery weight, where requested
  • UN 38.3 test summary
  • SDS, if requested
  • Package quantity and gross weight
  • Air, sea, road or multimodal route

Air transport requirements are updated regularly. The current IATA lithium battery guidance and the carrier's own acceptance rules should be checked for every shipping program rather than copied from an old shipment.


Battery Safety Documents Importers Should Request

The appropriate document package depends on the product, battery, charging system, target market and sales channel. A practical buyer file may include the following.

1. Battery Specification Sheet

The specification should identify the exact cell or pack model and show voltage, capacity, Wh rating, charging limits, operating temperature and protection features.

2. UN 38.3 Test Summary

The model information must match the battery being shipped. A report for a similar cell, a different capacity or an earlier pack design may not support the final product.

3. UN 38.3 Test Report

The full report can help buyers, carriers or review teams verify the tested design and resolve questions that are not clear from the summary.

4. SDS or MSDS

This may be requested for transport or platform classification, but it should be treated as supporting information rather than a replacement for UN 38.3.

5. Battery Safety Test Report

IEC 62133-2 is a widely used safety standard for portable sealed secondary lithium cells and batteries. Depending on the market, product type, retailer and certification route, buyers may also encounter other standards or national adoptions.

Do not assume that one battery report automatically covers the complete end product. The laboratory or compliance specialist should confirm which standard applies to the finished product and intended use.

6. End-Product Safety Report

The charging circuit, enclosure, wiring, software controls, power adapter and foreseeable misuse should be considered at product level. A battery that passed a component test can still become unsafe in a poorly designed end product.

For connected cameras or similar AV/ICT devices, an IEC/UL 62368-1 evaluation may be relevant. Other smart pet products may fall under different product safety standards, so the correct standard must be selected for the final design.

7. Charger or Power Adapter Documents

Ask for the adapter model, input/output ratings, plug configuration, applicable safety reports and market markings. The adapter shown in the report should match the adapter shipped with the product.

8. Market Declarations and Technical Documents

Depending on the market and product configuration, the file may include an EU Declaration of Conformity, UK Declaration of Conformity, FCC documents for wireless functions, technical documentation, risk assessment, label files and user instructions.

9. Product and Packaging Images

Keep clear photographs showing:

  • Product model number
  • Battery label
  • Electrical ratings
  • Compliance markings
  • Manufacturer or importer details
  • Packaging warnings
  • Charging instructions

These images are useful for retailer onboarding and marketplace reviews.

10. Change-Control Records

If the factory changes the cell supplier, pack capacity, protection board, charger, wireless module or enclosure, buyers should confirm whether existing reports and declarations remain valid.


Product-Specific Battery Risks

Rechargeable Smart Pet Collars

Smart collars require special attention because the device is worn on an animal and may be exposed to rain, saliva, impact, pulling and chewing.

The United States does not have one blanket battery certificate that automatically applies to every rechargeable smart pet product.

Consumer products subject to a CPSC-enforced rule may require testing and a General Certificate of Conformity. From July 8, 2026, CPSC electronic certificate filing requirements apply to imported regulated consumer products within the scope of those rules.

For Wi-Fi, Bluetooth, GPS or other RF functions, FCC equipment authorization requirements must also be reviewed. FCC authorization addresses radio-frequency compliance; it does not replace battery or electrical safety evaluation.

Depending on the product and sales channel, buyers may be asked for:

  • Battery and end-product safety reports
  • GCC information, when an applicable CPSC rule requires certification
  • FCC report, FCC ID or Supplier's Declaration of Conformity, as applicable

The correct package should be confirmed for the exact model rather than based on a generic supplier certificate list.


Market Considerations for the European Union

The EU Battery Regulation applies to batteries placed on the EU market, including batteries incorporated into products. It introduces requirements covering conformity, technical documentation, labeling, economic-operator responsibilities and other lifecycle topics on phased timelines.

The complete smart pet product may also fall under other EU legislation. For example, a product with Wi-Fi, Bluetooth or another intentional radio function will generally require an assessment under the Radio Equipment Directive. Electrical safety, electromagnetic compatibility, RoHS, general product safety, labeling and online sales information may also be relevant depending on the configuration.

EU importers and brand owners should prepare:

  • Battery technical and conformity documentation
  • EU Declaration of Conformity for applicable product legislation
  • Reports matching the final product and battery configuration
  • Manufacturer and EU economic-operator information
  • Product identification and traceability details
  • Safety warnings and instructions in required languages
  • Label and packaging artwork
  • Information required for online offers under the General Product Safety Regulation

The EU General Product Safety Regulation requires only safe products to be placed on the market and adds specific information expectations for distance sales. Amazon sellers should ensure that the information on the listing is consistent with the product, packaging and technical file.


Market Considerations for the United Kingdom

Great Britain and Northern Ireland should be treated separately because their product regimes differ.

For Great Britain, buyers should review the Batteries and Accumulators (Placing on the Market) Regulations 2008, general product safety requirements and any product-specific rules for radio or electrical equipment. Current UK government guidance permits CE marking for a range of relevant product regulations alongside UKCA, but the correct marking route depends on the product and legislation involved. UK government guidance also states that batteries themselves do not require a UKCA or CE product marking for placement on the GB market, although the complete radio or electrical product may require applicable conformity marking.

Northern Ireland follows different arrangements and can continue to use EU requirements in relevant areas. Buyers should confirm whether the shipment is intended for Great Britain, Northern Ireland or both.

The UK importer should also check:

  • Importer identification requirements
  • Product and battery labeling
  • Safety instructions
  • Technical records
  • Applicable conformity declaration
  • Radio and electrical documentation
  • Battery producer responsibility and waste obligations

Amazon and Marketplace Battery Reviews

Amazon sellers should prepare the battery file before creating or converting a listing to FBA. Marketplace workflows can ask for detailed battery and dangerous goods information, and inconsistent data can delay classification.

Depending on the product and marketplace, a review may request:

  • Battery chemistry
  • Number of batteries
  • Whether batteries are contained in or packed with the product

  • SDS

  • Which battery safety standard applies to this product and market?
  • Has the complete product been evaluated, not only the battery component?
  • Does the charger or adapter match its report?
  • Are wireless functions covered by applicable FCC, EU or UK documents?
  • Do product labels and manuals match the final model?
  • Are charging, storage, disposal and damaged-battery warnings included?
  • Will any OEM change affect the existing reports?
  • Has the freight forwarder confirmed the shipping classification?
  • Are the documents ready before production and marketplace onboarding?

Do Not Accept a Generic Certificate Folder

A large folder of certificates does not necessarily reduce risk. What matters is whether each document is traceable to the exact product being ordered.

For every report, compare:

  • Manufacturer name
  • Product and battery model
  • Product photographs
  • Electrical ratings
  • Component list
  • Wireless configuration
  • Adapter model
  • Test dates
  • Laboratory information
  • Final label and manual

Importers should also include change control in the purchase agreement. The supplier should not replace the cell, battery pack, protection board, charging IC or adapter without written approval and a compliance impact review.
